NAIROBI, October 21, 2026 — Nairobi Governor Johnson Sakaja has removed Geoffrey Mosiria from his position as Chief Officer for Citizen Engagement and Customer Service (also referred to as Public Participation, Citizen Engagement, and Customer Service) in a reshuffle affecting three county chief officers. The changes took effect immediately.
The reassignments were announced in a circular dated Wednesday, October 21, 2026, signed by County Secretary and Head of County Public Service Machel Waikenda (also referred to as Dr. Machel Waikenda). The notice cited sections 44(3)(a), 45(5), and 64 of the County Governments Act, 2012, and stated that the moves had the approval of the Governor.
Under the changes:
- Zipporah Njeri Mwangi was designated Acting Chief Officer for Public Participation, Citizen Engagement and Customer Service, while retaining her existing responsibilities for City Culture, Arts and Tourism.
- Eng. Samwel Njogu was reassigned as Acting Chief Officer for Mobility.
- Godfrey Akumali retains Housing and Urban Renewal and will additionally serve as Acting Chief Officer for Lands.
Mosiria was not assigned a new docket in the circular, which did not provide a reason for his removal from the citizen engagement portfolio. He had previously served as Chief Officer for Environment before being transferred to the citizen engagement role in November 2025.
The reshuffle comes days after Mosiria publicly declared his intention to challenge Sakaja for the Nairobi gubernatorial seat in the 2027 General Election. He announced his ambitions on October 11, citing his experience in health, environment, and citizen engagement departments. In recent days and weeks, Mosiria has publicly criticized aspects of county management, alleged sidelining and disagreements over public funds and service delivery, and vowed to expose alleged wrongdoings at City Hall. These claims have not been independently established.
County officials have framed the changes as administrative reassignments. The timing has drawn attention in local media and on social platforms, though no official statement has linked the reshuffle to Mosiria’s political plans. Mosiria has previously indicated he would continue in his county role while pursuing higher office, but the latest circular removes him from the specified docket with immediate effect.
The developments add to ongoing administrative adjustments at Nairobi City County ahead of the next electoral cycle.
